Bikini Show Leads To Charges
Charges have been filed against atleast six people involved in the spicy show held on April 11th 2009 at Rommel Resort. Governor Garcia had warned before the show that bikini contest had already been banned in Cebu as they were humiliating to women.
So the owner of the bar claimed he did away with the bikinis. Instead the girls wore shorts The governor said he missed the point of the warning. Garcia went on to say “It’s not about bikini. It’s about decency. It’s about transgressing the bounds of decency,”
Two girls of the group Viva Hot Babes and an actor have been charged. The resort owner was also charged and the person that choreographed the show was also charged.
I will try to continue to provide updates on this situation as they progress. I don’t feel it is proper for me to comment on my views, either to agree or disagree. Honestly, I see both sides of the issue. Filipino do take Holy Week very serious and especially Black Saturday. This is not in keeping with the customs of most Filipino. It is not my place to influence the traditions of the Philippines, nor is it your place unless you are Filipino. My feeling on this has less to do with the law of foreigners speaking out against public leaders but has more to do with my respect for the Philippines and its people.
I know what I enjoy and I have different views on these matters than most Christians, even those in the USA. What is decent to one person is not decent to another. Its not an outsiders place to decide what is decent for Filipino. It is important to point out that the owner of the resort is Filipino. So of course, there is disagreement of what is and what is not decent in the Philippines.

Just wondering if this applies to bikini contests just during Holy Week or all the time ? And how would this be applied in this one instance but not across the board . Girls routinely wear ” bikinis ” and less in clubs throughout Cebu City but then i don’t know where Rommel Resort is .
Anyone that does this at any time would be at risk of having the applied to them. If someone brought it to the Governors attention, chances are you’d be busted.
Lapu Lapu is not bound by this since it is a highly urbanized city. I would THINK that would apply to Cebu City as well but I’m not certain on that. I only saw Lapu Lapu mentioned in an article I read.
Six priest started this action when they asked the governor to ban it during holy week. Well it be taken further, I don’t know, but I wouldn’t be the first to try it.
For sure it is applicable lang sa Cebu province. Gwen do not have control of the cities.

I have met Gwen Garcia. She’s a good lady. She is the Governor here in Cebu. Met her in capitol about some business opportunities base here in Cebu.
I’ve said it before and I’ll say it again, Rusty you are right on with your hands off (no pun intended) views on letting the Filipinos take care of this.
When you are in the Philippines, you are a guest. Enough said!
This year there were no bikini contest on Bantayan. Very quite observance reported to me from people on the ground there.
We had two bikini contest in Bogo too about two years ago. There wont be any more of those here. Not any time soon anyway.
Governor Gwen put a stop to that where she could. She walked out of one beauty pageant held in city in Cebu Province, they toned it down the following year.
I went to a very subdued one at Virgin Beach a couple of years ago, I don’t know if he still does it but I wouldn’t. Only three girls quite modest, no flashing lights, no beer soaked girls.
In one contest, some place, a guy replaced the beer in the girls bottle with kerosene. Gave her chemical burns and made it into the press. I’ve not read anything about bikini contest in Cebu since that episode.
I’m sure there are plenty of bikinis and thongs in the bars of Lapu Lapu and Cebu City though.
I think their fun, big surprise there huh? But I wouldn’t spend much money to see one.
So does this mean that if you are looking for something a little more intimate you should be going to AC or Manila? I do not have an opinion on this, but I was wondering because I know that there is so called “sex tourism” that happens in AC and Manila. But I read something in the Manila news that said they were “cracking down” on this practice. I wonder if this is one of those national interests things. Like saving face as a nation from being seen as the Bangkok of the south or something.
When someone uses the word Cebu without City after it, it doesn’t refer to the City if they use it properly. Cebu means Cebu Province. Highly urbanized cities such as Cebu City and Lapu Lapu do not fall under the control of the Provincial Government. I guess one could say that they are their own mini state.
There are all kinds of options around even in the province. I am not an expert on those, I’ve never visited those places. Cebu and Lapu Lapu have bikini bars.
The intimate business is alive and well just about every where but it isn’t anything like Angeles City (AC). Subic is another hot spot and I understand there is a strip within Manila, I forget where it is.
There are karaoke joints all over that have many girls that provide services.
If one applied the American legal concept of substance over form and applied it to the anti-human trafficking law, I don’t see how any of those places could exist. There doesn’t seem to be any danger of that now. They all seem to run afoul of the anti-human trafficking law to me but I’m very likely applying what I know from the West. There must be a gap someplace in my understanding.
It is a touchy subject for many reasons so I’m going to hush.
