Bogo City Mayor, Celestino “Junie” Martinez appears to be to have the most wealth in all of Cebu’s politicians.   From an article published in the Inquirer.net:

Bogo City Mayor Celestino “Junie” Martinez Jr. leads Cebu’s local officials with a total net worth of P22.6 million, with liabilities amounting to P14.5 million as of Dec. 31, 2009.

According the article his income is less than 400,000P ($8888 USD).  It seems he is not only a formidable politician but also a smart investor.
